Climate Smart Agriculture in Kenya's ASALS: Gaps and Barriers in Policy Development and Implementation

This paper presents an evaluation of the gaps and barriers in policy
development and implementation with regard to Climate Change in Kenya's
arid and semi-arid lands (ASALS). In spite of concerted efforts and
considerable attention accorded to the climate change effects in the region,
there is little improvement. Through a desktop review of previous studies and
policy documents, this paper examines the mitigation measures proposed and
interrogates the practicality of these measures as well as the gaps and
challenges in formulation and implementation. The ASALS are the most hit
by climate change, and they make up 89% of the country's landmass and are
home to approximately 20 million people, which translates to 38% of the
Kenyan population. The region is also home to 60% of the country's
livestock, and the considerable contribution of livestock to global warming is
justification enough to focus on Climate Smart Agriculture in the ASALS.
The region is predominantly rural, and for their livelihoods, the farmers rely
on rain, which has become unreliable due to climate, hence the persistent food
insecurity. Policies have been formulated to address mitigation, adaptation,
and food security with outcomes such as improving yields, growing net
returns, lessening the emission of Green House Gases, boosting input use and
efficiency, enhancing resilience, and improving gender and social inclusion.
Understanding the constraints in the implementation of Climate Smart
Agriculture (CSA) practices would be useful in improving policy formulation
and intervention planning. The findings of this study reveal gaps and barriers
in the formulation and implementation of CSA policies stemming from lack
of awareness, which is responsible for the low adaptability levels, nature of
land ownership in the ASALS, cultural factors, poor coordination between
stakeholders and inadequate funding for CSA projects.

Makala haya yanachanganua suala la changamoto zinazokabili umiliki na matumizi ya
ardhi barani Afrika kama lilivyosawiriwa katika riwaya za karne ya ishirini na moja, kwa
kurejelea riwaya za Chozi la Heri (2014), Msimu wa Vipepeo (2009) na Nakuruto (2006).
Ardhi ni miongoni mwa rasilimali muhimu katika maisha ya binadamu hasa katika
uzalishaji mali. Huwa chanzo cha mahitaji ya kimsingi kama vile chakula na makaazi.
Aidha, uwezo wa kumiliki ardhi huwa ni sifa kuu ya maendeleo na mabadiliko mengi
katika jamii ambayo yamewahi kushuhudiwa duniani. Tungo za kifasihi tulizoziteua
kimakusudi zilifanikisha utafiti huu kwa sababu fasihi huwa imefungamanishwa
kibunifu na maisha halisi ya binadamu. Sifa kuu ya riwaya hizi ni kwamba zimeliangazia
suala la ardhi kwa mapana. Isitoshe, zimetungwa katika kipindi cha karne ya ishirini na
moja ambacho utandawazi umeenea na kuimarika barani Afrika. Ili kufanikisha udurusu
huu, tuliligawa suala letu la utafiti katika sehemu tatu kuu: kipindi cha kabla ya ukoloni,
kipindi cha ukoloni na kipindi cha utandawazi. Uchanganuzi matini huu wa kimaktaba
uliongozwa na nadharia ya Baada-ukoloni. Umuhimu wa makala haya unatarajiwa kuwa
pamoja na kudhihirisha mitazamo ya watunzi mbalimbali kuhusu changamoto katika
umiliki na matumizi ya ardhi barani Afrika; pamoja na mapendekezo ya namna za
kuzitatua. Tunatarajia kutoa mchango wa kitaaluma kuhusiana na suala hili hivyo
kuwafaa watafiti wa baadaye na watunga sera zinazohusiana na suala la umiliki na
matumizi ya ardhi barani Afrika.

The main objective of teaching and learning languages for professional purposes is to
develop competences in oral communication, which is absolutely necessary in carrying out
professional tasks. To achieve this goal, the use of effective strategies, including finding the most
appropriate teaching methodologies to meet the language needs of learners in oral expression would
be necessary. The acquisition of oral competence among the learners of French for tourism and
hospitality in Kenyan public universities is a challenge. The main objectives of this study were: to
examine classroom practices, teaching methodologies and assessment strategies used by the lecturers
and to determine the extent to which these promote the acquisition of oral skills among the learners.
We adopted a descriptive approach, employing both quantitative and qualitative methods of data
collection. The results of this research reveal that the teaching and assessment methodologies used by
the lecturers do not fully contribute to the acquisition of oral skills. For lecturers to effectively adopt a
wide variety of strategies necessary for oral language instruction, more effort would be required at
two fronts: continuous teacher training and the application or transfer of theoretical knowledge
acquired during training into operational actions in the teaching-learning practices.

Madhumni ya makala haya yalikuwa ni kubainisha na kuchanganua mitazamo
ya WaKenya kuhusu Tangaavu la Korona (COVID-19) kama inavyodhihirika
kupitia mazungumzo ya kikawaida, Skaz. Hii ni kutokana na ukweli kwamba,
tafiti za awali kuhusu mada hii hazikukitwa katika misingi ya Skaz. Kwa hivyo,
taarifa nyingi kuhusu Tangaavu la Korona zilizowasilishwa na Shirika la Afya
Ulimwenguni pamoja na Wizara ya Afya nchini Kenya zilikuwa za kitaalamu
(kiakademia). Utafiti huu ulikuwa wa nyanjani na ulifanyika Kericho, Kenya.
Mtafiti aliteua sampuli kimakusudi na kukusanya data kwa kutumia mbinu ya
utazamaji nyanjani. Nadharia iliyoongoza utafiti huu ni ya Usemezano
ikijumuisha sifa za Skaz kama ilivyoelezwa na Bakhtin ikitiliwa nguvu na
Mbinu ya Urazini wa Kiwatu kama ilivyoendelezwa na Sacks na wenzake.
Uchanganuzi wa data ulionesha kuwa, mwanzomwanzo, kutokana na kukosa
ufahamu wa kitaaluma kuhusu ugonjwa “mpya” Tangaavu la COVID-19 kwa
jumla, bila kukusudia kupotosha WaKenya waliibuka na mitazamo mbalimbali
kuhusu ugonjwa huu. Mitazamo hii pia ilitokana na jitihada za hekaheka kutafuta
njia za kuzuia usambazaji na hata tiba miongoni mwa wanajamii. Utafiti huu
umeweka wazi mitazamo “hasi” kuhusu ugonjwa wa COVID-19 jinsi
ili(na)vyodhihirika katika mazungumzo ya kikawaida na hivyo kuwafaidi
watafiti wa utabibu na wapangaji sera za kiserikali kutilia maanani mitazamo
katika lugha ya kikawaida haswa kwenye majanga ya kiulimwengu.
